Functions of the Local Aid Coordination Secretariat (LACS)

Assist the Co-Chairs of the LDF (World Bank, Norway, the Ministry of Planning and Administrative Development and UNSCO) in maintaining a comprehensive understanding of evolving assistance strategies, priorities, programmes and financing.

Identify ways in which the Secretariat can support the Co-Chairs to improve the efficiency, coherence and transparency of assistance coordination in line with international standards on aid effectiveness.

The Head of LACS shall act as the secretary of the LDF meeting and the Task Force for Project Implementation (TFPI). Staff of the LACS shall support the Co-Chairs of the Strategy Groups and related sub-groups.

In consultation with and on behalf of the Co-Chairs, prepare, organize and follow up meetings of the LDF, the Strategy Groups, the Sector Working Groups and other coordination meetings, in a manner which maximizes consultation and utility among stakeholders. This includes the drafting and circulating of minutes, agendas and record keeping of related materials.

Facilitate the efficient operation of, and timely reporting by, the Strategy and Sector Groups to the LDF.

Prepare, organize and follow up on meetings of the LDF Co-Chairs that will review evolving requirements and progress of the Strategy Groups.

Propose to the Co-Chairs an annual work plan. Provide brief quarterly work plan updates to the Co-Chairs describing the Secretariat’s performance.

Support as necessary joint Co-Chair projects/tasks and relay information on progress.

Support the MoPAD to monitor progress of the Palestinian National Plan and other planning processes.

Support MoPAD with the maintenance of donor and development project database.

Maintain the LDF website and keep an up-to-date record and contact list of members of the LDF and of the Strategy Group members.

Disseminate information on the LDF, the Strategy Group and Sector Working Group meetings to the donor community.

The Co-Chairs can delegate other responsibilities to the Secretariat where appropriate. |
