Local Aid Coordination Secretariat (LACS)

The Local Aid Coordination Secretariat (LACS) supports local aid coordination structures in Palestine in providing coherent secretariat support to national and international stakeholders who are engaged in development activities in Palestine. Support is geared towards upholding national ownership of development processes and on prioritizing the national development agenda in line with the OECD-DAC Paris Declaration on Aid Effectiveness of 2005 and the National Policy Agenda 2017 - 2022.  LACS was set up following a decision by the Ad-hoc Liaison Committee (AHLC) in December 2005. Its relevance was confirmed by the AHLC on more than one occasion.


LACS has four co-chairs working in close cooperation with Prime Minister’s Office and the Ministry of Finance and Planning, World Bank and UNSCO. The Secretariat ensures the regular convening of sector and thematic working groups and also facilitates on request various local aid coordination bodies to strengthen policy dialogue and exchange of information in an aid effective manner. Furthermore, the Secretariat promotes transparency and synergy by serving as an information hub by providing and disseminating information on aid coordination activities, minutes of meetings, reports and other relevant information. For these purposes it maintains a web portal and issues Daily Updates as well as a bi-weekly Newsletter.

 

Functions of the Local Aid Coordination Secretariat (LACS)

Assist the Secretariat’s Co-Chairs (World Bank, Norway, the Prime Minister’s Office PMO and UNSCO) in maintaining a comprehensive understanding of evolving assistance strategies, priorities, programmes and financing.

  • Identify ways in which the Secretariat can support the Co-Chairs to improve the efficiency, coherence and transparency of assistance coordination in line with international standards on aid effectiveness;

  • Assist sector working group chairs and deputies in preparing, organizing and following up on sector working group meetings in 15 sectors in a manner which maximizes consultation and utility among stakeholders. This includes the drafting and circulating of minutes, agendas and record keeping of related materials; 

  • Facilitate the efficient operation of, and timely reporting by the chairs and deputies of the sector working groups to the PMO;

  • Guide the core and sector working group in drafting sector working group work plans. 

  • Support as necessary joint Co-Chair projects/tasks and relay information on progress. 

  • Support the PMO to monitor progress of the Palestinian National Policy Agenda 2017 - 2022 and other planning processes; 

  • Support MoFP with the maintenance of donor and development project database. 

  • Maintain the LACS website and keep an up-to-date record and contact list of members of the SWGs and the as well as the mailing list of the development partners; 

  • Disseminate information on the Sector Working Group meetings and Thematic Technical Working Group meetings to the donor community;

 

The Co-Chairs can delegate other responsibilities to the Secretariat where appropriate.
